Oklahoma birth records are restricted under Title 63, Section 1-323. Only the person named on the record, a parent on the certificate, a legal guardian with court papers, an attorney with signed authorization, or certain family members with proper documentation can request a certified copy.
Submit a photocopy of a valid government photo ID with every request. Accepted forms include driver's licenses, passports, military IDs, and tribal photo IDs. Never send original documents. For people without a primary ID, two secondary forms may be used, but the certificate will only go to the address on the IDs. Records 125 years old or more are open under state law. You still need to apply and pay, but eligibility proof is not required.
If you need a Blaine County birth certificate for use in a foreign country, the Oklahoma Secretary of State provides apostille services for Hague Convention countries. Only OSDH-issued certified copies can be apostilled.
Delayed Birth Records in Blaine County
Some people born in Blaine County never had a birth certificate filed at the time. This is common for home births and births that took place before 1908. A delayed birth registration lets you create an official record years after the fact. The process goes through OSDH.
You need to provide at least two forms of proof that show where and when the birth took place. Census records, school enrollment files, old family Bibles, and hospital records all count. An affidavit from someone with direct knowledge of the birth can also help. The fee is $40 and includes one certified copy of the new record. Delayed registrations for Blaine County births can take up to four months to process. Once filed, the record works the same as any other birth certificate for legal use, including passport applications and Social Security enrollment.
Note: Delayed registrations are marked as such on the certificate, which distinguishes them from records filed at the time of birth.
